The specification sheet describes in a concise form all requirements of a client, which is often prepared for a Request-for-Proposal process. In contrast, the Target specification sheet describes how a contractor intends to implement the requirements from the specifications sheet, i.e. spezific implementation/solution proposals. Note: The less detailed the technical specifications are put, the more software developers can contribute their expertise and ingenuity.

The DIN series of standards DIN 69901 on project management defines the term specification as follows: "The totality of the receivables specified by the client for the deliveries and services of a contractor within a contract." In contrast, the DIN standard describes the target specification sheet as the "realisation specifications drawn up by the contractor on the basis of the implementation of the specifications specified by the client".
