Velocity (= development speed) is a term used in Scrum-projects. Effort is measured in "Story Points". The development speed can be simply measured/calculated by comparing the number of Story Points a Scrum Team during a Sprint (=Iteration cycle). Note: Only completed requirements (that are accepted by the product owner at the end of the sprint) should be considered for measure the velocity of a Scrum Team.
